Public profile viewing means the viewer is limited to information that is available from a public profile context. For story tools, the most useful result is active public story media. The word public is the important part. It describes the permission level, not a guarantee that every item on the account will be returned.

How does anonymous viewing fit in?
Anonymous viewing means your Instagram account is not used to open the public story. If there is no login and no account session, your username is not added to the normal viewer list through that lookup.
This does not apply to private stories, and it does not erase a view you already made inside Instagram. Public no-login viewing and signed-in Instagram viewing are separate actions.
